Abstract

The research employs a dual approach—case study and applied study—to achieve its objectives. The proposed system was implemented at the University of Baghdad as a representative sample of national universities. This involved conducting a series of interviews with officials responsible for performance evaluation at the Scientific Supervision and Evaluation Apparatus (Performance Evaluation Department) within the Ministry of Higher Education and Scientific Research. Additionally, continuous consultations were held with faculty members across various colleges to understand operational details and gather necessary data. The research reached several theoretical and practical conclusions, most notably: Holistic Evaluation: Quality evaluation is neither mere praise nor sole criticism; rather, it is a rigorous examination of the status quo. it identifies where a university excels and why, as well as where it falters and how to address those shortcomings. Adopting a quality-based approach provides a structured series of metrics that translate the mission of knowledge creation and sharing into a comprehensive and coherent dynamic framework. Detailed Diagnostic Capability: The proposed system provides a detailed description of the educational process, highlighting both strengths and weaknesses through precise analysis and automated reporting. It offers two levels of assessment: a macro-level approach for total quality measurement across all dimensions, and a micro-level approach for specific components, such as faculty performance, student outcomes, curricula, and university administration. Technological Efficiency: The computerization of the system enables the use of an integrated interface capable of linking multiple sub-databases. It allows for real-time retrieval and display of data for editing (addition/deletion), which streamlines data entry and significantly minimizes human error.
