Abstract

The study aims to use the European Excellence Model (EFQM) in assessing the institutional performance of the National Center for Administrative Development and Information Technology in order to determine the gap between the actual reality of the performance of the Center and the standards adopted in the model, in order to know the extent to which the Center seeks to achieve excellence in performance to improve the level of services provided and the adoption of methods Modern and contemporary management in the evaluation of its institutional performance.

The problem of the study was the absence of an institutional performance evaluation system at the centre whereby weaknesses (areas of improvement) and strengths are diagnosed in order to strengthen the strengths and develop improvement plans and confine only to the periodic evaluation system for employees.

The study was carried out at the National Center for Administrative Development and Information Technology in the Ministry of Planning by adopting the case study method and used checklists derived from the standards of the European Model of Excellence for the purpose of collecting data on the performance of the centre and evaluating it, which includes the criteria of possibilities and includes ( Leadership, strategy, human resources, partnerships and resources, processes, products and services), and the results criteria include (customer results, worker results, community results, business results), information has been processed using the statistical methods of weighted average the medium Weighted calculation "rate" and the percentage of the extent of conformity to diagnose the size of the gap between the criteria of the European Model of Excellence to evaluate the institutional performance and the actual performance of the centre.

The results confirmed a gap between the actual performance of the centre and the standards of the European model of excellence, the largest gap was the standard of partnerships and resources, and the lowest gap was the standard of operations and services and the study recommends that the centre adopt the Model of European Excellence (EFQM) as a contemporary management tool to evaluate its institutional performance Periodically, starting from the initial evaluation phase to determine the current situation in accordance with the examination lists of the standards of the model, and then develop the methodologies necessary to conduct the second evaluation in accordance with the logic (RADAR) to achieve excellence and receive the award of excellence issued by the European Foundation for Quality Management.
