عانى الاقتصاد العراقي، ولا يزال، من مشاكل ومصاعب كثيرة، منها ازمة المشتقات النفطية الرئيسة التي ظهرت بوادرها الاولى عام 2004 وكان ابرز سماتها، عدم قدرة الإنتاج المحلي على مواكبة الاستهلاك المحلي المتزايد. وقد ألفت هذه الازمة بظلالها على نمو عجلة الاقتصاد الوطني بشكل عام، وعلى معيشة المواطن بشكل خاص لذلك، شكلت هذه الازمة، محك وتحدي حقيقي لقدرة الجهاز الحكومي على ادارة هذه الازمة والسيطرة عليها والحد من آثارها الضارة، والتي ما أن تختفي نسبياً ، في منطقة أو قطاع ما ، حتى تبدأ بالظهور في منطقة اخرى ، أو قطاع آخر، نظراً لتعدد وتشابك اسباب الازمة، وعجز الحلول غير المدروسة عن تدارك نتائجها السليبة.
