يمثل الاستثمار في راس المال البشري طاقة متجددة يمكن الاعتماد عليه للوصول الى تحقيق اهداف تنموية مهمة للعراق من خلال رفد المجتمع بطاقات مبدعة قادرة على الابتكار وتطوير ما هو قائم لذا تمت دراسة اثر الاستثمار البشري على النمو الاقتصادي من خلال اعتماد مؤشر الدخل القومي كدالة بالمتغيرات المستقلة (راس المال البشري ،راس المال المادي) وهذا اعتمد على فرضية ان العلاقة طردية بين النمو الاقتصادي والاستثمار البشري ومنه يمكن قياس عائد الاستثمار البشري الذي يعد حافزاً لزيادة راس المال البشري من خلال التعليم وتطوير الاقتصاد بشكل عام وقد بينت الدراسة صحة الفرضية المذكورة انفاً من خلال اعتماد أسلوب الاقتصاد القياسي ، فضلا عن تناقص معدل العائد للاستثمار البشري طيلة مدة ((2010-1985 ، وهذا ينعكس على انخفاض انتاجية الفرد والمجتمع كما انه يمثل حافزا جيدا لتدني راس المال البشري وعزوفا عن التعليم والدراسة ومزاولة عمل غير الإنتاجي الذي لا يتطلب راس المال البشري متطور.
