تواجه الوحدات الحكومية غير الهادفة للربح العراقية تحديات تمويلية كبيرة تتعلق بتوفير الأموال اللازمة لإعادة الاعمار بعدما تعرضت لاضرار خلال الاحداث التي تلت 9/4/2003.
هذا، ويتضمن البحث الحالي دراسة تجربة التمويل الذاتي في الوحدات الحكومية غير الهادفة للربح العراقية بعدّه البديل التمويلي الذي يساهم في توفير الأموال اللازمة لسد النقص في التمويل المركزي، وتحقيق الاستغلال الاقتصادي للامكانيات والموارد المتحققة ذاتياً للوحدات الحكومية غير الهادفة للربح، وتوظيفها في مجال إعادة الاعمار وتخفيف العبء عن الخزينة العامة التي تتولى تمويل نشاط هذه الوحدات عن طريق التمويل المركزي.
