يعد التعليم ولاسيما التعليم العالي عاملا أساسيا في أحداث التقدم والتطور لأي مجتمع، بأعتبار أن التعليم العالي يمثل قمة السلم التعليمي الذي يسهم في تنمية وتطوير الموارد البشرية وتهيئة الكادر البشري ورفع الكفاءة الانتاجية والنهوض بالمستوى الاقتصادي والاجتماعي. ولمواجهة الاهتمام المتزايد بالتعليم العالي لابد من أمكانات ونفقات كبيرة وعلى نحو مستمر مما أدى الى أن تكون هذه النفقات متزايدة ولاسيما خلال العقد الاخير من القرن العشرين، مما أدى الى زيادة مايخصصه المجتمع والموازنة العامه لجزء من موارده الاقتصادية والمالية من خلال نصيب الانفاق على قطاع التعليم العالي من قيمة الناتج المحلي الاجمالي والنفقات العامة.
