يتصدى البحث لمعرفة مدى تطبيق المواصفة الدولية المتعلقة بالتدريب (ISO 10015) من قبل وزارة البلديات والأشغال العامة العراقية، بهدف تحديد جودة التدريب فيها. وباستخدام قائمة الفحص المعدة بالاعتماد على فقرات المواصفة، بعد تعريب النسخة الانكليزية منها، والتي تناولت مؤشرات التدريب على أسس نوعية. وجاءت نتائج التحليل والدراسة لتؤكد إن المعدل الإجمالي المتحقق من مقارنة تقويم نشاط التدريب في تلك الوزارة بالمواصفة أعلاه، وبجميع فقراتها الرئيسة، قد بلغ (%55)، وهو يقترب من مطبق جزئيا وموثق كليا، وبما يشير الوضع إلى وجود فجوة عالية في تحقيق متطلبات الجودة بأنشطة التدريب.
