تم في هذا البحث معالجة مشكلة الغموض للبيانات الخاصة بمشروع انشاء المجمع الاصلاحي النموذجي في محافظة البصرة حيث تم التخلص من ضبابية البيانات المتمثلة بأوقات وكلف الانشطة عن طريق استخدام دالة الرتبFunction) Ranking) وتحويلها الى ارقام اعتيادية ، ومن ثم تم التخلص من مشكلة الضبابية وتم استخدام اسلوب جدولة وادارة المشروع المتمثل بأسلوب المسار الحرج CPM لإيجاد وقت انجاز المشروع في الظروف الطبيعية في ظل وجود علاقات غير تقليدية بين الانشطة ووجود فترات التقديم والتأخير (Lead &Lag) وتم استعمال البرنامج (MS Project) لإيجاد المسار الحرج اظهرت النتائج ان وقت انجاز المشروع في الظروف الطبيعية (1309.5) والكلفة الاجمالية قد بلغت (33113017769) دينار ومن ثم تم استخدام اسلوب اخر وهو اسلوب المبادلة بين الوقت والكلفة (TCT) والذي يعتبر من التقنيات المهمة التي يلجا اليها مدير المشروع في تقصير زمن انجاز المشروع وباقل كلفة ممكنة وقد حقق تطبيق هذا الاسلوب تقليص وقت تنفيذ المشروع بنسبة كبيرة واظهرت النتائج انه تم تقليص مدة التنفيذ من (1309.5) يوم الى (1224.2) يوم ، وبكلفة انجاز قدرها (33353514407) دينار اي بزيادة مقدارها (240496638) دينار .
