Abstract

This research sought to detect the level of organizational culture prevailing in the Integrity Commission as well as the level of the organizational citizenship behavior of staff of the Commission and the impact of organizational culture in these behaviors. To achieve the objectives of the research and test the validity of hypotheses have been used questionnaire derived from measurements ready modern researchers foreigners have been adapted to suit the Iraqi environment, have been distributed  (189) questionnaire on the number of employees from the Integrity Commission, which represented the research sample where the research community has a number is (1365) employees in the Baghdad was the use of a number of statistical methods to analyze and test hypotheses. The research revealed that the level of organizational culture prevailing in the Integrity Commission substandard and needs to be reconsidered by managers. As for organizational citizenship, behaviors were at a high level in which management must be invested in achieving the objectives of the Commission. There did not appear to impact the dimensions of organizational culture in organizational citizenship behaviors except for after the control system prevailing in the body which has had a significant impact. It was recommended by research need to build a culture of organizers based on employee involvement in decision-making, and orientation towards teams' work and the trend towards people in the completion of works to increase understanding among employees, and address the problems and the difficulties and obstacles that appear job-style and promote the values ​​of creativity and develop a spirit of friendship and understanding between managers and employees, and among employees each other.  As well as the investment behavior of organizational citizenship and adopted by managers to be a good example for the rest of the employees, as well as the reward of showing these behaviors of employees, and the adoption of a professional scientific method based on specific criteria in the evaluation of performance and rewards and assign positions to those who deserve it on the basis of efficiency and professionalism at work.
