يهدف البحث لبيان اهمية الاعتمادات المستندية في التجارة الخارجية وخاصا اثرها على الميزان التجاري من خلال الحد من الاستيرادات غير الضرورية والقينا الضوء على واقع الاعتمادات المستندية في العراق وما رافقها من تغيرات وتطورات مع تسليط الضوء على مؤشرات التجارة الخارجية وايجاد الحلول لعمل تناسق بين الاعتمادات المستندية والميزان التجاري في سبيل تحقيق التنمية الاقتصادية على الامد البعيد، وتعاني الاعتمادات المستندية من تخلف الوسائل المستخدمة فيها من قبل المصارف المحلية كما يعاني الميزان التجاري من زيادة الاستيرادات من جهة واعتماد التصدير على النفط الخام من جهة اخرى ويركز البحث حول دور الاعتمادات المستندية في توجيه الاستيرادات بما يؤدي في تحقيق الفائض في الميزان التجاري ومن ثم توجه نحو أقامة المشاريع الانتاجية التي تخدم عملية التنمية الاقتصادية.
نجحت المصارف المحلية بإعادة العمل بنظام الاعتمادات المستندية على الرغم من تخلف وبدائية الوسائل المستخدمة فيها ولم يتم الاستفادة من مميزات الاعتمادات المستندية في الحد من الاستيرادات غير الضرورية ودعم عملية التنمية الاقتصادية.
