عانى القطاع النفطي في العراق من صعوبات عديدة، ادت الى تراجع وإنخفاض الإنتاج النفطي وتردي وضع المصافي وأنابيب النقل فضلاً عن ضعف الجانب التكنولوجي وانتشار الفساد المالي والإداري وإرتفاع تكاليف إعادة تأهيل القطاع النفطي ومشكلات إدارية وتنظيمية مازالت مستمرة.
وعلى االرغم من إمتلاك العراق ثروة نفطية هائلة تتيح له ان يؤدي دوراً هاماً في سوق الطاقة الدولية، الاّ انه ما يزال دون المستوى المطلوب، فالإنتاج النفطي لا يتناسب واحتياطاته النفطية الكبيرة، أما الغاز الطبيعي فالنسبة الأكبر منه تحرق أو تهدر، أما التقنيات المستخدمة لا تزال تعاني من التقادم التكتولوجي، اذ ما يزال العراق يعمل بتكنولوجيا الثمانينات الأمر الذي انعكس سلباً على واقع الصناعة النفطية.
