المستخلص
للقروض الزراعية دور مهم ومؤثر في نمو وتحفيز الفرص الاستثمارية الزراعية في العراق، فضلا عن ديمومة وتطور المشاريع الزراعية القائمة. فالقطاع الزراعي يتسم بخصوصية ظروف انتاجه الموسمية والتقلبات في الظروف الانتاجية، مما يجعل حالة عدم التأكد اكثر حدة في هذا القطاع، عليه فحاجة أي مشروع زراعي للتمويل تكون ملحة ومستمرة اذا ما اراد الاستمرار بالإنتاج والتطور في جميع مراحله. وقد اثبتت الدراسة اثر القروض الزراعية في زيادة الاستثمار والانتاج الزراعي في اوقات محددة، الا ان تذبذب التمويل، واعتماده على التخصيصات الاستثمارية في الموازنة العامة بالدرجة الاساس ادى الى تراجع وفشل المشاريع الزراعية في العراق، كما ان الاسباب الامنية والسياسية والاجتماعية والاقتصادية، فضلا عن تذبذب الدعم الحكومي وضعف البنى التحتية، جميعها عوامل ادت الى زعزعة الثقة وارتفاع درجة المخاطرة واللايقين في الاستثمار الزراعي. وقد جاءت الدراسة باستنتاجات وتوصيات ناجعة للوقوف على محددات الاستثمار الزراعي في العراق وطرح الحلول لمعالجتها.
