العلاقة بين الحكومة المركزية والادارات المحلية في النظام الفدرالي : التجربة العراقية نموذجا

بشكل متزايد، يطلب من المنظمات العامة في الدولة الاتحادية العمل معا، وكذلك العمل مع الآخرين لتحقيق أهدافها. وفي العراق هناك مستويين من المنظمات منها الاتحادية والمحلية ، وهذه المنظمات اضطرت العمل لسنوات عديدة في بيئة تتقاسم فيها مسؤولية تقديم الخدمات بين صانعي السياسات ومقدمي الخدمات، وبين الحكومات المحلية والحكومة الفدرالية . من الصعب أحيانا إدارة العلاقة بين هذا المنظمات ( الاتحادية والمحلية ) ولا تتوافر دائما أفضل النتائج الممكنة من هذا العلاقة . تستعرض هذه الورقة كيفية ادارة العلاقة بين الادارات المحلية والحكومة الاتحادية في النظام الفدرالي مع التركيز على التجربة العراقية . وتوضح أمثلة على كيفية تطوير التعاون والتبادل والاختصاصات . توصل الباحث الى استنتاجات وتوصيات غرضها الاساسي هو انسيابية العلاقة بين الحكومة الاتحادية والإدارات المحليه للوصول الى الهدف المنشود من وجود كل منهما.
